Dr. John LeBow
Board President
Originally from Kansas City, Missouri, Dr. John LeBow has been a family physician for almost 40 years and in the Eugene/Springfield, Oregon, area for the last 20 years. During his time in Oregon, he has served on the Osteopathic Physicians and Surgeons of Oregon Board of Directors at various levels and was also the Chief of Staff at McKenzie-Willamette Hospital from 2007- 2010. He was on the Board of Directors for the Cascade Medical Team, which annually provides medical mission services to Guatemala, participating on two mission trips to date. His other interests include agricultural endeavors in the area and on his small farm and the blessing of being able to participate in the Buckaroo cowboy culture in Eastern Oregon. While not a military veteran himself, his contact with Veterans in his practice over the years has created a passion to change the treatment paradigm for PTSD /substance abuse currently in place.

Phillip GroshongVice President
52Phillip Groshong is a retired United Airlines Captain and former Air Force fighter/instructor pilot. He was the General Aviation and Tenant Relations Manager at Eugene Airport from March 2005 to June 2012. Phil is the proud owner/builder of a Lancair Legacy, a two-place high performance kit aircraft and past Commander of Civil Air Patrol’s Oregon Wing and Pacific Region. Phil is a current member of the Lane Aviation Academy Advisory Committee as well as a member of Cascade Medical Team’s Board of Directors. He is also the immediate past President of the Eugene Airport Rotary Club. A retired USAF Lt. Col., he flew 200 combat missions in Vietnam in the F4C/D and earned three Distinguished Flying Crosses and 14 Air Medals. He retired from active duty and completed 22 years of Air Force service in the Oregon Air National Guard and Air Force Reserve. Phil is a Eugene native. He and his wife of 52 years, Margie, have three grown children and reside on a 20-acre farm near Crow.

Philip L. MarvinTreasurer
Philip Marvin is the founder of M3 Commercial Real Estate, a closely held real estate investment and development company based in Eugene, Oregon. Philip has guided the development of ground-up and value-add commercial real estate projects in Oregon and Arizona for the last 30 years. Prior to entering the commercial real estate sector, Philip owned and operated a popular retail business in Eugene. Born in Illinois, Philip spent his early years in a North Side Chicago Suburb with his parents, sister and brother. At the age of 12, his family relocated to Los Angeles where he developed a love for animals, particularly horses. After high school, Philip served in the California Air National Guard, Van Nuys, California, 146th Air Transportation Wing. After the National Guard, he found his way to Pierce College in the San Fernando Valley where he focused on equine studies. Philip has called Lane County home for almost 50 years. He now lives outside of Eugene with Joan, his wife of 48 years. Over the years, Philip was inspired by his family’s WWII service. Philip’s father, Milton Marvin, was in the Army Air Corps B-17 bombardier, flying 25 missions over Europe from an airfield in Lavenham, England. Milton retired from military service as a USAF Major. Philip’s father-in-law, Wayne Edwards, was a WWII Marine Corps Sergeant who served in the Pacific Theater, earning the Purple Heart during the battle of Iwo Jima. Philip’s mother-in-law, Elsie Edwards, was a USO hostess in San Diego when she met Sgt. Edwards.

Josh Dumas
Secretary
Joshua Dumas graduated from Creswell High School and, shortly after, enlisted with the United States Marine Corps as an Infantry Assaultman (0351), earning the rank of sergeant. He spent two years with the Marine Corps Security Force Battalion in Bangor, Washington, where his unit was responsible for the security and transport of strategic assets. Joshua spent the rest of his five- year contract with 2nd Battalion, 6 th Marines at Camp Lejeune, North Carolina. During his enlistment with the Marine Corps, Joshua saw combat in Marjah, Afghanistan. While in Marjah, he suffered a traumatic brain injury from an IED blast. This experience sparked a desire to stay involved in the veteran community after witnessing how other disabled veterans were reintegrated into society. He has trained a Doberman to be his service dog and as a search and rescue K9. Joshua transitioned into law enforcement and is currently a police officer for a local municipality. He completed a degree in Criminal Justice, graduating with honors, and is pursuing a graduate degree. Joshua and his wife of 11 years are both active in their local community and are raising a spirited daughter. As a Northwest native, Joshua is an avid hunter and fisherman who enjoys anything outdoors, rain or shine. This passion for outdoor recreation has led his family on adventures across numerous states and countries ranging from Florida to New Zealand. |
Patrick Luedtke, MD, MPH
Dr. Patrick Luedtke is a Preventive Medicine and Primary Care physician who serves as Lane County’s Senior Public Health Officer and the Chief Medical Officer for the Department of Health & Human Services’ 10 divisions and its 10 clinics. Dr. Luedtke received his MD from the Medical College of Wisconsin-Marquette University. He completed his Preventive Medicine residency and a master’s of Public Health degree at the University of Utah and his Internal Medicine training at Naval Hospital Oakland, California. Prior to his Oregon positions, he spent 11 years in Utah working at the State Health Department where he served as the State Public Health Laboratory Director, Deputy State Epidemiologist, State Epidemiologist (acting), and Adult Medicine Director (Medicaid clinics). Also while in Utah, he was a Public Health Professor at the University of Utah, serving as the course director for the MPH & PhD environmental health and toxicology coursework. Prior to Utah, Dr. Luedtke served 12 years as an active duty Medical Officer in the U.S. Navy, practicing medicine and public health on all three of America’s coasts, as well as in Europe, Africa, Asia, Central America and South America. While in the Navy, he completed a Tropical Medicine Infectious Disease fellowship with extended periods of training in the Amazon Basin and the Caribbean.

Charles Buchholz, CPAA fifth-generation Lane County resident, Chuck Buchholz has been in the Eugene area all of his life, except during his military service. He joined the U.S. Navy in 1967, carrying a top secret security clearance as a Sonar Technician aboard an attack submarine during the Vietnam War. A man of few words, his description of his service was being in the dark the whole time and no stories that can be told because of security status. Asked about any good stories when on liberty in various ports, he laughingly invokes the need for silence as well! Chuck graduated from the University of Oregon in 1975 with a Bachelor of Science in Accounting and since then has risen through the local accounting world to managing partner status in Buchholz & Garber, LLC, since 1987. His interests include spending time with his wife, Cecilia, and his grandchildren, watching and actively following college football, golfing and exploring the high desert.

Robert (Bob) O'BrienA six-year transplant to Lane County, Robert (Bob) O’Brien was born in Pennsylvania and spent much of his life in the desert Southwest. He joined the U.S. Navy in 1972 and with a top-secret security clearance worked as a Missile Fire Controlman on the last conventionally-powered aircraft carrier, the USS Constellation, CVA-64. His job rating, or MOS, was the Terrier class surface-to-air missile system radars and computers. The majority of service on the “Connie” was duty at “Yankee Station” in the Gulf of Tonkin. When the Connie headed into the shipyards, he transferred from active status to reserve from Bremerton, Wash. Upon honorable discharge as a second-class petty officer, Bob embarked on a 40-plus-year career in the hospital industry. Bob is a Golden Gate University graduate with master’s degrees in hospital Administration and Organizational Management. He credits his military service training and the G.I. Bill on his journey to hospital facilities management, where he spent over 25 years of his career. His interests include spending time with his wife Cyndie, exploring the many wonders of the Pacific Northwest and fishing.

Shelley Corteville
Born in Merced, Calif., Shelley joined the U.S. Army at age 17. After completing air traffic control training, she was stationed in South Korea for two years and finished her commitment with two years at Fort Eustis. After discharge, she moved frequently and tried various jobs that interested her. Eventually graduating from Southern Nevada Community College, she relocated to Florence and finally to Eugene in 2003. She found her work in mental health to be gratifying and after completing an internship with Trauma Healing Project knew that her niche was helping veterans, especially female veterans dealing with military sexual trauma. In the course of being a resource for veterans and homeless, she volunteered and then became director of Eagan Warming Centers for several years. Her experience with and understanding of homeless issues for veterans makes her a perfect Veterans Outreach coordinator with Veterans Legacy Oregon. She also has become quite proficient as the bee keeper at Camp Alma, where she is known as The Queen Bee.
